Dog and Cat Data Transparency Bill
 
Establishes access to information on state-licensed breeders, such as the number of animals, the nature of frequency of violations, and breeders with revoked licenses. Animal Humane Society is leading advocacy efforts on this bill.  
 
Office of Animal Protection Bill
 
Establishes an Office of Animal Protection (O.A.P.) under the Department of Public Safety. The office will identify and implement a comprehensive, multi-disciplinary approach to the prevention of animal cruelty & enforcement of laws. Animal Folks is leading advocacy efforts on this bill.  
 
Companion Animal Board Bill
 
Establishes a board of experts to identify and address the current and future needs of Minnesota’s pets — and the people and communities that care for them. Animal Folks is leading advocacy efforts on this bill. 
 

Cat Declaw Ban Bill

Would ban elective declaw surgery on cats in Minnesota. While the original bill introduced in 2025 banned cat declawing, different language was passed as part of an omnibus bill. The new law requires the Board of Veterinary Medicine to make recommendations on this procedure to the chairs of select committees by the start of the 2026 legislative session. To send a kind message to the Board of Veterinary Medicine requesting that they support a full ban on elective cat declawing in Minnesota, email vet.med@state.mn.us.
